TDS Northern Ireland funding supports vital research into older private renters’ housing advice needs

TDS Northern Ireland is proud to fund an important new research project by Housing Rights, exploring the housing advice needs of older private renters across Northern Ireland.


The project reflects TDS’ commitment to improving standards in the private rented sector by supporting research and advancing education about housing rights. The findings will help shape the future delivery of Housing Rights services, ensuring they are informed by real experiences and focused on practical impact.


Why older private renters need focused support


Northern Ireland has seen a steady rise in the number of older people living in the private rented sector, increasing from 4.9% in 2011 to 5.6% in 2021. It is estimated this figure could more than triple by 2040.


These increases reflect growing pressures on a sector unfit to the needs of older renters. For many older renters, the private rented sector can bring real challenges, including insecurity of tenure, rising rents, poor property standards and uncertainty about the future. These pressures can be particularly difficult for people on fixed or limited incomes.


According to a recent all-island survey of private renters:

·       70% of private renters aged 55+ are concerned their landlord may end their tenancy

·       65% are struggling to pay bills and rent

·       Only 17% expect to become homeowners


As one respondent explained: “We would have a small pension that we’ve managed to save up… so we wouldn’t be able to rent because we wouldn’t be able to afford it. So, the prospect of being homeless is huge.” 


The research also found that older renters had the lowest levels of knowledge about their rights and responsibilities compared with younger age groups. This highlights the urgent need for accessible, practical housing advice.


What the research involves – and why it matters


The project will focus on the experience, insights and expertise of older renters, gathered through a survey and focus groups. The report will also include:


·       A review of existing research on older private renters in Northern Ireland

·       Insights from Housing Rights’ frontline staff

·       Views from key agencies working with older people

·       Practical recommendations to make housing advice more accessible and responsive
